There are two lots at the SE quadrant of Exit 231 from I-5 in the city limits of Burlington, Washington, that are FOR SALE. The lots are zoned C-1 (General Commercial) and are located in the city limits of Burlington on the west side of Burlington Boulevard. Each has extensive street frontage on Burlington Boulevard. All utilities are available at the lots. The two lots are identified on a recorded survey [Skagit County Auditor's File Number 200701040097].
 
The southernmost lot of approximately 64,801 square feet is identified as "Tract E" on the survey. This area has been reduced to approximately 53,864 square feet due to subsequent taking of 10,937 square feet along the frontage by the City of Burlington for the 2008 improvements to Burlington Boulevard.
 
The northernmost lot of approximately 123,005 square feet is identified as "Tract F" on the survey. This area has been reduced to approximately 115,425 square feet due to subsequent taking of 7,580 square feet along the frontage by the City of Burlington for the 2008 improvements to Burlington Boulevard.
 
The voters of the State of Washington approved a new gas tax in November, 2005. Certain specific projects were provided funding within that voter approved proposal. Amoung the funded projects are Freeway Off-Ramp Improvements and a Park and Ride Lot to be constructed on "Tract AB" and "Tract X" which are also shown on the survey. On July 25, 2007, the Washington State Department of Transportation completed its purchase of property for the Freeway Off-Ramp Improvements and Park-And-Ride Lot. WSDOT work on the design for the Off-Ramp reconfiguration is well underway and the design work for the Park and Ride Lot (350 vehicles) is nearly complete. Construction of the Skagit Transit Regional Bus Transfer Center and the Park and Ride Lot has not been fully funded; it may be constructed in 2009 or 2010. The Owner will consider purchase proposals for "Tract E" and "Tract F" that include a purchase price of not less than $18.00/sf.
 
ADJACENT USES: The adjacent land to the south and west of "Tract E" is owned by the Burlington-Edison School District. The adjacent part of the school district's land (to the west of "Tract E") is currently in agricultural use and design is underway for conversion to athletic fields for the Burlington-Edison High School. The land to the west of the property, across the I-5 freeway, is located outside of the Burlington Urban Growth Area (UGA) and is zoned and used for agricultural purposes. North of the property is the existing Exit 231 interchange of I-5 and SR-11 (Chuckanut Drive). East of the property, across Burlington Boulevard, are a variety of uses including a veterinarian, church, auto detailing, and other service and retail establishments.
 
STORM WATER DRAINAGE: Storm water detention for "Tract E" and "Tract F" will be handled by a regional pond constructed several hundred feet east of Burlington Boulevard in 2008 during the improvement of Burlington Boulevard.
 
SANITARY SEWER: Sanitary sewer service is obtained by connection to a new lift station constructed in 2008 on a 3,000sf pad [50 x 60] at the southwest corner of " Tract F". Dedication of the lift station to the City of Burlington further reduced the net area of "Tract F" from 115,425 square feet to 112,425 square feet.
 
ROAD & UTLITY INFRASTRUCTURE: In the fall of 2005, the City of Burlington received approval of a grant application for funds for the improvement of Burlington Boulevard fronting the property. These improvements [four lanes, a round-about, pedestrian/bicycle path, a planter strip and curb-gutter-sidewalk on both sides] occurred during 2008. ENVIRONMENTAL CONSIDERATIONS: A "Phase I and Limited Phase II Environmental Assessment" was prepared on the property (Tracts "E", "F", "X" and "AB") in December, 1996. Cleanup actions on the property were initiated and continued through the year 2002. In November 2002, consultants prepared an "Independent Remedial Action Report" for submittal to the Washington State Department of Ecology. On May 21, 2003, the WSDOE made a "No Further Action" determination and issued a letter to that effect.
